#10 Extra Landscaping Tools- Bloody Penguin

Now we are starting off with a mod that is bloody penguin extra landscaping tools mod which is the fifth most downloaded Mod of all time. Generally, this mod allows you to use the tools found in the map editor to modify the terrain within the game.
It also offers a bunch of other tools such as a water tool and a tree brush. We can give it 4 out of 5 on the experience because it really is one of the essentials and trying to play skylines without this mod is a truly frustrating experience.
In terms of its function, we give it 3 out of 5 as it is definitely useful towards having a more realistic city but that usefulness mainly goes towards the landscape and not the city prop. As for detailing, it gets a 2 or 2.5 out of 5 for the occasional moment, you will have to use a prop brush. But through no fault of the mod, the landscaping in skylines is too large in scale. To be anything but difficult to work with for details. Finally, in terms of usability, we give a 3.5 out of 5 mainly as a result of the aforementioned clunkiness and the fact sometimes using the water tool is an uphill battle. Despite that, this mod is in a center and has definitely earned its place on this list.

#9 Fine Road Tool & Fine Road Anarchy-Klyte45

The next two are actually two separate mods but we have bundled them together because they do share a UI. The name of these two mods is Fine Road Tool and Fine Road Anarchy-Klyte45. Basically, these modes allow you to control what type of road you are placing in terms of whether it’s a bridge a tunnel, or just on the ground normally.
This Mod functions with all networks including railways. Anarchy also allows you to place roads wherever and also works to remove issues for when you are placing buildings. In terms of experience, we give it 3.5 out of 5 as this mod isn’t really essential but it does make everything and much easier for building, realistic cities and more unique intersections and roads.
This is reflected in its near-perfect 4.5 out of 5 in function. As anarchy is just as valuable as the ability to have much finer control of your road elevations. This mod does only receive a 2.5 on the basis of detailing as it generally functions on a larger scale. This mod is also really easy to use, so all of the buttons are pretty clear in their usage and it receives a 4.5 in easy-to-use. If you enjoy building good-looking multi-level infrastructure or just want to have finer control of your road networks then this mod is a must-have.
#8 Prop and Tree Anarchy-Bloody Penguin

We have got another mod by bloody penguin in its place and this mod is really simple as all it does is gives you anarchy in terms of letting you place props and trees wherever you want. We have given it a 4 out of 5 in terms of experience, as this mod essentially is what lets you detail in city skylines and thus playing the game without it would be a far lesser experience.
Bad news for this mod in terms of its functions, we have given it 0 because props don’t affect how your city functions at all. So you can have a city without this mod that works perfectly fine. It does obviously score a 5 in the detailing category as it is behind the whole process and it’s also another mod that is really easy to use is you just turn it on and make sure you never turn it off, so we give it 5 in that category. So basically, if you want to detail anywhere at all in your city you have to have this mod or else you won’t be able to do so.
#7 Find It!-Sway(Boogieman Sam)

In seventh place, we have the Find It! mod which has been updated by Sway who has taken over and maintained slash updated a boogieman sam’s classic mod. This mod essentially gives you one toolbar and you can search for anything ranging from props to growable to Rico buildings.
It does have a bunch of features to specify what it is you are looking for. Along with letting, you add custom tags to specific assets if you want to find them quicker. This mod gets a 5 in experience as if you have assets in the thousands as we do. Finding the one, you are looking for is no easy task but find it does make that doable. It does score a two in function because while it doesn’t affect the in-game systems at all, being able to find a specific building when all of your buildings are placed manually is an essential ability.
The same goes for details, so it does three in the category. Find It also gets a four in terms of usability as it is fairly simple to work. This mod is one that once you have it, you can’t go back and does increase loading times a bit, it’s a sacrifice that definitely worth making.

#6 Traffic Manager: President Edition-Krzychu1245



On the number six, we have Krzychu1245 traffic manager president edition mod. Some people don’t have time to even scratch the surface of all of the features this mod offers but they all boil down to exerting fine control over how traffic flows in your city. This mod isn’t essential per se but it improves the experience of skylines dramatically.
Through letting you actually work to alleviate frustrating traffic throughout your city, so scoring a 4 in the experience category. We have also given our first six to this mod in the function category. As it essentially lets you have realistic functioning traffic throughout your entire city and also adds an incredible amount of depth to the game.
It does only score a 2.5 on detailing but we have given it some points because it does let you make your detailed intersections actually function. And we have given it a 3 in ease to use because it has so many tools that it does take a while to learn to use all of them. This mod is a lot of work but it is uniquely satisfying and once you have used it, you’ll understand why there are so many YouTube channels dedicated just to fixing traffic with this mod.

#5 Ploppable RICO-Algernon(AJ3D)

Starting off the top five is Algernon’s improvement upon AJ3D iconic mod Ploppable Pico. This is the first step many people take away from zoning and towards building realistic cities. This mod allows you to hand place buildings from the workshop that fit into any of the zoning categories. Rico buildings often have realistic custom statistics as well and this mod is most useful for letting you actually build a skyline in city skylines.
That ability to build a skyline alone makes it a foreign experience as it actually lets you feel like you are building something resembling a real city. And the ability to place larger buildings with more realistic numbers and stats, we give it 4 out of 5 in function. It does however underscore a detail, a two in detailing as once again its scale is simply too large for ground-level realism.
We have also given it a 3 in ease to use just because actually changing Rico stats are a bit of a process but just using it to place buildings is basically a 5. This mod is the city skyline’s royalty and is a necessary mod for any project that aims for realism.
#4 Loading Screen Mod-Thale5

In fourth place, we have got a mod that makes everything we do in skylines feasible. That mod is of course the loading screen mod by Thale5. This mod essentially reduces your loading times by speeding up the load times for custom assets, sharing textures, and greatly reducing the load placed on your RAM.
This mod scores a 6 on experience because it makes your load times far more manageable but it does get a 1 on detail and function because it does not affect gameplay at all. And it does also score a 5 on ease of use because everything makes sense and is easy to work. This mod is the most essential out of all the mods, we will be telling you about, so download it and you won’t regret it.
#3 Intersection Marking Tool-Macsergey



In third place we have got what is in our opinion, the most technically impressive mod in the city skyline being the relatively new and game-changing intersection marking tool by Thale5. This mod allows you to create procedural markings on your intersections including crosswalks, stop lines, and fillers. There are tons of patterns and you can genuinely create any marking you need if you figured out how to properly use the mod.
We have given a score of 4.5 on experience because this is completely supplanted and far bypass detailing intersections with decals and is actually a really fun-to-use mod. It does receive a zero and function because all of the markings are meaningless. But it does score 5 in detail because it lets you detail intersections and saves you a ton on the prop limit. It can sometimes be frustrating to use, especially fillers. So it does only score a 2.5 on ease to use. This mod in conjunction with TMPE and Ploppable asphalt will allow you to make phenomenal intersections.
#2 Procedural Objects-Simon Ryr



In the second place, we have procedural objects mod by Simon Ryr. This mod allows you to convert props or buildings into objects which you can directly edit in terms of their vertices. you can scale rotate and stretch them with a broader tool. This mod scores a 5 in experience because it completely changes it.
You can resize any building and it just gives you the ability to modify everything. This does however score a -1 in terms of function because it turns functioning buildings into props. But it more than makes up for that with a perfect 6 in detailing. Since it dramatically increases the number of possibilities and also revolutionizes the process of making a realistic city as a whole. It also effectively removes the prop limit as a problem. That comes at a price in that using mod especially on complex building assets is pretty heavy performance-wise.
With all that being said as well this mod is quite difficult to use but the well-written documentation written by the creators ensures that it is a very doable learning curve. And definitely, a learning curve that is well worth the climb.
#1 Move It!-Quboid
Now finally what is our opinion, the best mod in city skylines that move it! by Quboid. It’s a bit less flashy and complicated than the other mods on the podium but the sheer level of functionality makes it a show-in for the top spot. This mod allows you to move any type of asses but the functionality of it runs far deeper than that. It allows you to copy assets rotate them slope and curve roads, match heights and so much more.
This mod makes the experience of playing city skylines a million times better which is reflected in its score of 5. And the ability to move things gives you a far deeper level of customization of your city than you’d have otherwise. And it also scores a 4 on functionality as a result of letting you arrange things more realistically. Detailing at a fine level would be an extremely frustrating process without this mod giving its second 5. Making the new adjustments for props and trees is only made possible by this mod.
Then the number of tools that this mod offers means that it does take a bit of trial and error to learn in which situation each tool is the correct choice which means it only scores a three in ease of use. There is a reason over a million people have subscribed to this mod and that is because it is quite simply the best in the business.
